Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Tuesday, January 2, 2018 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Danzer, second by Bock to approve the agenda as presented. On roll call, all voted aye. Motion by Ruggles, second by Schettler to approve the minutes of the December 26, 2017 meeting as written. On roll call, all voted aye.

The Board proceeded to organize for 2018. Motion by Bock, second by Ruggles to appoint Eugene Meiners as temporary chairperson for 2018. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Marty Danzer as permanent chairperson for 2018. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to appoint Neil Bock as vice-chairperson for 2018. On roll call, all voted aye.

Nikki Heuton, director of the Carroll Area Child Care Center and Preschool, requested $11,000 in funding from the county for FY19, the same as current year funding. Heuton reviewed statistics and programs at the child care center. Heuton discussed staffing issues, playground upgrades, and annual fundraiser.

Motion by Meiners, second by Ruggles to adopt Resolution 2018-001 Construction Evaluation Resolution. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Allowing the County to recommend approval or disapproval of construction permit applications regarding proposed confinement feeding operations. Motion carried unanimously. Motion by Bock, second by Schettler to adopt a resolution authorizing the County Engineer to issue special moving permits. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Schettler, second by Ruggles to adopt a resolution regarding fixed charges. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Bock, second by Meiners to adopt a resolution regarding the destruction of records. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Motion by Meiners, second by Ruggles to adopt a resolution naming the official county newspapers for 2018, those being Daily Times Herald, Coon Rapids Enterprise and The Manning Monitor. On a roll call vote, Danzer, aye; Ruggles, aye; Schettler, aye; Bock, aye; Meiners, aye. Motion carried unanimously. (Resolution on file in the Auditor’s office)

Following discussion, motion by Meiners, second by Schettler to approve the 2018 holiday schedule. Holidays are as follows: New Year’s Day, January 1, 2018; President’s Day, February 19, 2018; Memorial Day, May 28, 2018; Independence Day, July 4, 2018; Labor Day, September 3, 2018; Veteran’s Day, November 11, 2018; Thanksgiving Day, November 22 & 23, 2018; Christmas Day, December 25, 2018. On roll call, all voted aye. Holidays falling on a Saturday will be observed the Friday before, and holidays falling on a Sunday will be observed the Monday after the holiday.

Motion by Schettler, second by Ruggles to appoint Dr. Art Behrens, Anissa Irlmeier and Dean Schettler to the Carroll County Board of Health for a three-year term. On roll call, all voted aye.

Motion by Schettler, second by Meiners to appoint Tracy Buck to the Carroll County Conservation Board for five-year terms. On roll call, all voted aye.

The Board tabled the Compensation Board member until next week.

Motion by Bock, second by Ruggles to appoint Tony Vogl as Carroll County Weed Commissioner. On roll call, all voted aye except Meiners who abstained.

Motion by Meiners, second by Bock to appoint Mimi Pudenz, Keith Potthoff, Katie Holz, Stan Janssen and Cameron Janson as Carroll County Zoning Commissioners for terms expiring 12-31-18. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Gary Irlbeck to the Carroll County Board of Adjustment for a five-year term. On roll call, all voted aye.

Motion by Danzer, second by Ruggles to appoint Jody Rohrbeck to the City of Glidden Two Mile Limit Planning and Zoning Board for a four-year term. On roll call, all voted aye.

Motion by Danzer, second by Bock to appoint John Petersen to the City of Glidden Two Mile Limit Board of Adjustment for a four-year term. On roll call, all voted aye.

Motion by Bock, second by Schettler to appoint Marty Danzer to the Carroll County Solid Waste Commission. On roll call, all voted aye.

Motion by Meiners, second by Schettler to appoint Marty Danzer to the Executive Board of Region XII Council of Governments. On roll call, all voted aye.

Motion by Schettler, second by Meiners to appoint Neil Bock and Richard Ruggles to the Policy Council of Region XII Council of Governments. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to appoint Eugene Meiners, Sheriff/Sheriff Designee and Marty Danzer to the Carroll City/County Communication Commission for a one-year term. On roll call, all voted aye.

Motion by Bock, second by Schettler to appoint Jason Christensen to the Western Iowa Tourism Board. On roll call, all voted aye.

Motion by Meiners, second by Schettler to approve the appointment of the County Condemnation Compensation Commissioners. On roll call, all voted aye.

Carroll County Recorder Marilyn Dopheide met with the board to submit her resignation, effective January 31, 2018, and to recommend the Supervisors appoint Deputy Kathy Schwaller as her replacement. Motion by Meiners, second by Schettler to accept with regrets the resignation of County Recorder Marilyn Dopheide. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to approve the Certificate of Completion on the L-WILLOWCR- - 73-14, Willow Creek box culvert project. On roll call, all voted aye.

County Engineer Dave Paulson discussed limestone purchases and inventory. Following discussion, motion by Meiners, second by Bock to authorize Paulson to collect bids for approximately 10,000 tons of limestone. On roll call, all voted aye.

The Board reviewed an amendment to the Secondary Roads Union Agreement. The amendment states that Article 8, Family Illness, the last sentence thereof is stricken. Motion by Meiners, second by Ruggles to authorize Meiners and Paulson to sign the amendment and forward to the Union Representatives for approval. On roll call, all voted aye.
