Minutes

The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, June 12, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Bock, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Danzer, second by Ruggles to approve the minutes of the June 5, 2017 meeting as written. On roll call, all voted aye.

Terry Axman with Mid Iowa Insurance presented the County FY18 Work Comp Renewal. Axman reviewed the discounts and explained the FY18 premium, which is $25,252 more than FY17.

Motion by Bock, second by Danzer to accept with regrets the retirement of Secondary Roads employee Michael Wolf, effective July 31, 2017. On roll call, all voted aye.

Motion by Ruggles, second by Danzer to authorize Chair to sign the Tabulation of Assurance and Verification Testing Costs from the DOT on the Virginia Halbur project BRS-CO14(155)- -60-14. On roll call, all voted aye. The cost is $1,003.49 and will be paid from Farm to Market funds.

Motion by Danzer, second by Ruggles to add a utility permit to the agenda. On roll call, all voted aye. Motion by Bock, second by Schettler to approve a utility permit for Raccoon Valley Electric for work in Section 29 Kniest Township. On roll call, all voted aye.

County Engineer Dave Paulson discussed Drain 33 in Section 22 Sheridan Township. The drain is in need of repair and the work will be performed by the Secondary Roads Department. Motion by Schettler, second by Danzer to approve repair on Drain 33 in Section 22 Sheridan Township. On roll call, all voted aye.

Paulson discussed the sale of a Suburban used by the Secondary Roads Department. The Suburban was acquired by County Attorney John Werden and Paulson explained Secondary Roads no longer has a use for the vehicle. He would like to take the vehicle to the sale barn and forward the proceeds to the County Attorney. Paulson will discuss with Werden before moving forward. Paulson updated the Board on asphalt projects, box culvert projects, and contract gravel.

Motion by Danzer, second by Schettler to approve payment of payables as presented. On roll call, all voted aye.

Motion by Danzer, second by Bock to approve plats of survey for Lot 1 NW1/4 NW1/4 Section 19-82-36 and Lot 1 NE1/4 Section 35-83-35. On roll call, all voted aye.

Motion by Bock, second by Ruggles to revoke a motion made June 5, 2017 to set June 19, 2017 at 9:30 a.m. as the date and time for a public hearing for a “Petition to Vacate Survey”, requested by Douglas A. and Janet K. Sorenson for Lot 1 of SE1/4 NE1/4 Section 15 Wheatland Township, and to set the new date and time to July 10, 2017 at 9:30 a.m. On roll call, all voted aye.

Schettler discussed a call he received regarding fireworks permits. Motion by Bock, second by Ruggles to approve a fireworks display permit application for Joseph Kock for July 4, 2017. On roll call, all voted aye. Motion by Schettler, second by Danzer to approve a fireworks display permit application for Mike Wendl for July 3, 2017. On roll call, all voted aye.

Motion by Schettler, second by Ruggles to approve retail cigarette/tobacco permits for the following: Al’s Corner Oil Company, Corner Station, and Carroll Country Club. On roll call, all voted aye.

Board reviewed manure management annual updates for Lavern Greving in Section 34 of Pleasant Valley Township; Meyer 2, Larry Meyer in Section 14 of Sheridan Township; and Stangl Site, Aaron, Andy, and Larry Stangl in Section 17 of Washington Township.

Danzer reported on Drain 31 issues. Upcoming meetings include: Wesco Board, Carroll County Solid Waste, and Region XII.

Bock no official meetings. Upcoming CPPC, radio, and newspaper.

Schettler reported on Elk Run meeting and Highway 30 Coalition. Upcoming meetings include: Conservation Board and Nishnabotna Watershed.

Ruggles reported on Rotary meeting and Elk Run meeting. Upcoming meetings include: Ambulance Board and Nishnabotna Watershed.

Meiners reported on Access Washington meeting and Access Washington trip. Upcoming meetings include: CADC and ISAC Executive Board.

Motion by Ruggles, second by Bock to adjourn at 10:18 a.m. On roll call, all voted aye.
