The Board of Supervisors of Carroll County, Iowa met in regular adjourned session in the Boardroom of the Courthouse, in Carroll, Iowa, the County seat of said County on Monday, June 19, 2017 at 9:00 a.m. Daylight Saving Time pursuant to law, the rules of said Board and to the adjournment with all members present: Neil Bock, District 1; Dean Schettler, District 2; Eugene Meiners, District 3; Marty Danzer, District 4; and Richard Ruggles, District 5.

Motion by Danzer, second by Ruggles to approve the agenda as presented. On roll call, all voted aye. Motion by Bock, second by Ruggles to approve the minutes of the June 12, 2017 meeting with a correction. On roll call, all voted aye.

Motion by Schettler, second by Danzer to acknowledge receipt of the FY16 County Audit. On roll call, all voted aye.

Motion by Bock, second by Danzer to approve a fireworks display permit application for Christy Bohac for June 30 thru July 8, 2017. On roll call, all voted aye.

Motion by Meiners, second by Ruggles to approve a plat of survey for Lot 1 NW Frl ¼ Section 6-83-36. On roll call, all voted aye.

Motion by Danzer, second by Ruggles to approve a lease for the Golay Stockpile with an annual payment of $600. On roll call, all voted aye. The lease has a term of three years.

County Engineer Dave Paulson discussed Drain 53 in Section 14 Kniest Township. The drain is in need of repair and the work will be performed by the Secondary Roads Department. Motion by Schettler, second by Danzer to approve repair on Drain 53 in Section 14 Kniest Township. On roll call, all voted aye.

Motion by Danzer, second by Bock to approve utility permits for Raccoon Valley Electric for work in Sections 30 and 31 Glidden Township and Western Iowa Power Cooperative for work in Section 29 Washington Township. On roll call, all voted aye.

Paulson discussed the Carroll/Crawford County Line Bridge. Paulson explained the Rail Road is requesting the County to contribute $12,000 to the project. Motion by Bock, second by Ruggles to authorize Paulson to work with Crawford County on this bridge project. On roll call, all voted aye. Paulson gave an update on the City of Coon Rapids railroad crossing repair and street signs.

Board reviewed manure management annual updates for Meyer 3, James Meyer in Section 14 of Sheridan Township; Delta Pork, Bob Raue in Section 33 of Arcadia Township; Ryan Klocke in Section 21 of Eden Township; Brandon Kerkhoff in Section 7 of Eden Township; New Fashion Pork, Farm 918-Iowa Sow 4 in Section 4 of Union Township; and New Fashion Pork, Farm 311-Elite Finisher 311 in Section 11 of Pleasant Valley Township.

Renee Von Bokern presented a proposal to update the Carroll County Employee Handbook. The last update was in 2009. The total cost is $4,800 that includes the meeting/training session with County department heads, travel, mileage, copy, costs, etc. The Board discussed options and reasons for updating the handbook. The Board will address this proposal at the next Board meeting, no formal action taken.

Motion by Ruggles, second by Danzer to go into closed session at 10:23 a.m. per Iowa Code Chapter 20.17(3), union negotiation. On a roll call vote, Meiners, aye; Ruggles, aye; Schettler, aye; Bock, aye; Danzer, aye. Motion carried unanimously.

Motion by Schettler, second by Ruggles to go out of closed session at 11:05 a.m. On roll call, all voted aye. The Board will follow the typical union bargaining procedures timetable.

Schettler reported on Conservation Board meeting and Nishnabotna Watershed meeting. No upcoming meetings.

Ruggles reported on Nishnabotna Watershed meeting and Ambulance Board meeting. Upcoming Carroll Area Childcare Center Board meeting.

Bock reported on CPPC meeting, review of FY16 County Audit, and Rolling Hills Community Service Plan. Upcoming meetings include: 2nd Judicial District, Coalition of Human Services, Local Planning Group, and NACO webinar.

Danzer reported on Wesco Board meeting, Carroll County Solid Waste meeting, and Region XII Board meeting. Upcoming meetings include: Soil and Water Conservation Cover Crop and meeting at St. Anthony Reg. Hospital.

Meiners reported on CADC Board meeting and ISAC Legislative meeting. Upcoming meeting at St. Anthony Reg. Hospital.

Motion by Ruggles, second by Schettler to adjourn at 11:36 a.m. On roll call, all voted aye.
